In the Suvarnabhumi Development Project: Phase 2, the Ministry of Transport aims to respond to the continuously increasing number of passengers and need for air transportation. It aims to be the regional aviation hub of ASEAN in the near future. Moreover, passenger buildings at Phuket International Airport will be renovated to international standards; the aircraft parking bay will be extended; and other facilities will be updated to serve the increasing traffic. The Ministry of Public Health urges people to destroy mosquito breeding grounds in its effort to contain the outbreak of the Zika virus. Any pregnant woman or anyone suspected of contracting the disease should seek medical attention immediately. The Department of Disease Control reported that more than 40,000 people came down with dengue fever from January to September this year, and 33 people died. Prime Minister Gen. Prayut Chan-o-cha invited the general public to watch a documentary titled Sai Tharn Phra Ratcha Maitri, showing how His Majesty the King has dedicated himself to his subjects. This documentary was made to celebrate the 70th anniversary celebration of His Majesty's accession to the throne. The Ministry of Public Health has initiated the digital healthcare service in order to improve the quality and coordination of healthcare services and allow better access and more affordable care for patients, providers, and facilitators. The Ministry of Agriculture and Cooperatives will manage sustainable rubber plantations. It is a pilot project in four provinces: Ranong, Prachuap Khiri Khan, Surat Thani, and Chumphon. By this process, Thai rubber will reach the standards of the Forest Stewardship Council (FSC) and the Program for the Endorsement of Forest Certification (PEFC) Scheme, which are the international requirements. Tourism Public Relations and Warning is a project under the Ministry of Tourism and Sports. Tourist warning brochures in nine languages will be published in Thai, English, Chinese, Korean, Japanese, Russian, French, Spanish, and German. Moreover, Tourism Help Centers will also be provided in all core tourist areas. This center will take care of tourists and their complaints, and will help in solving their problems. Thailand plans to create unique tourism routes in each of the country's eight major regions, specifically designed to cater to the special needs of travelers. The theme for World Tourism Day 2016 is "Tourism for All: Promoting Universal Accessibility." The Ministry of Tourism and Sports will expand Thailand tourism in line with existing promotions to make travel around the country inclusive for all tourists, regardless of impairment or disability. Royal Irrigation Department's Office of the Secretary said that Thailand will host the World Irrigation Forum on 6-12 November 2016 in Chiang Mai. The event is being organized under the theme "Water Management in a Changing World: Role of Irrigation for Sustainable Food Production." The forum will give the global community a platform where they can exchange ideas and find mutual solutions for irrigation and water management for agriculture in times of global warming and climate change. The Ministry of Information and Communication Technology has been replaced by the Ministry of Digital Economy and Society. The new ministry consists of the office of permanent secretary, the Meteorological Department, the National Statistical Office, and the National Committee on Digital Economy and Society. The Government Public Relations Department (PRD), in cooperation with the Office of the Energy Regulatory Commission (ERC), has initiated a seminar on the ERCs role and the promotion of public participation in the energy system. The seminar aims to build cooperation between PRD provincial officers and ERC regional officers in order to promote knowledge and awareness of energy conservation among energy consumers nationwide, as well as to support regional action concerning energy utilization. Thailand will host the 2nd Asia Cooperation Dialogue Summit (2nd ACD Summit) on 8-10 October 2016 in Bangkok. Under the theme One Asia, Diverse Strengths, Thailand expects to promote the countrys creative role as the initiator of the ACD and the Chairman of G77 in 2016. Moreover, it will engage all member countries in discussions on cooperative frameworks under the 6 pillars of ACD, which will ultimately lead ACD to the achievement of the 2030 Sustainable Development Goals of the United Nations (UNSDG). The National Legislative Assembly has held a public forum to gather input on national education reform, which aims to upgrade Thailands education system to meet international standards. The legislature has drafted an outline for education reform in four aspects, including fostering the early development of preschool children, establishing an education fund to provide equal access for underprivileged children, recruiting quality candidates to become teachers, and meeting international standards for teaching and learning.
