The Department of Skill Development has launched the mobile application named Xarapat to help people find services. The application will contain a name list with a large number of technicians who have passed the training test of the National Skill Standards. Members of the public can pick a technician near their residence as needed. The Xarapat application is now available on Play Store for the Android system and Apple Store for its iOS system. The Electronic Transactions Development Agency (ETDA) revealed that the agency will develop e-commerce big data and online consumer protection in order to support online shoppers. The ETDA will provide training courses for about 1.2 million workers to create an e-commerce workforce that can help steer the transformation of 200,000 small and medium-sized enterprises (SMEs) into e-commerce operations by the end of this year. The FIM Superbike World Championship 2019 is scheduled for 15-17 March 2019 at Burirams Chang International Circuit in Buriram province. The FIM Superbike event will run from 22 to 24 February on Phillip Island in the Australian state of Victoria. And then, the Thailand race will be the next month. Thailand plans to adopt the Danube River water management strategy of Hungary with the Mekong River. The two countries also agreed to develop five joint projects, including international river management on the Danube and Mekong river basins, the management of sediments in rivers, flooding, drought, and wastewater management, groundwater capacity building, and irrigational development. The cooperation between the two countries corresponds to the national water management master plan on the restoration and conservation of water resources, and the management of international water basins. The Ministry of Commerce disclosed that the fourth India-ASEAN Expo and Summit is scheduled for 22-23 February 2019 in New Delhi. The meeting will discuss Indias support to help settle talks and conclude the Regional Comprehensive Economic Partnership (RCEP) by the end of this year. The RCEP was launched in November 2012, with the aim of establishing deeper economic cooperation between the 10 members of ASEAN and Australia, China, India, Japan, New Zealand, and South Korea. The Ministry of Transport has revealed that they will push more infrastructure projects in Ayutthaya and Saraburi, such as the expansion of highways, a new road linking train stations, a bridge construction project, a new bus terminal, and the expansion of Ayutthaya Port. The National Astronomical Research Institute of Thailand (NARIT) invites members of the public to observe a Super Full Moon, which can be seen on the night of 19 February 2019. On the night of Makha Bucha day, or 19 February 2019, the moon will shine in full at a closer distance of 356,836 kilometers from the earth, making it appear 7% larger and 16% brighter in the night sky. The Ministry of Labor disclosed that the Thailand Migration Report 2019 has been released by the United Nations Thailand Working Group on Migration, which is chaired by International Organization for Migration, and 16 UN agencies participated. The report notes that important steps have been taken by the Thai government to combat human trafficking and exploitative working conditions for migrants, including reforms to the laws and regulatory bodies used to manage the fisheries sector. Prime Minister Gen. Prayut Chan-o-cha has declared 2019 the "Year of ASEAN Culture." He stated that Thailand will use the diversity of the vivid culture of Southeast Asia as a key tool to strengthen relations between member countries. The National Environment Committee has laid out short-, medium-, and long-term plans to tackle air pollution caused by PM2.5. Medium-term strategies include reducing PM2.5 emissions, eliminating PM2.5 origins, and making all vehicles meet Euro 5 emissions standards by 2021. Long-term strategies will be lowering the acceptable limits of exhaust emissions to Euro 6 standards, building towers to monitor air pollution, making burning in the open air a criminal offense, and promoting electric vehicles. The Ministry of Industry revealed that the number of electronic vehicles is expected to increase from 2019 as many car manufacturers have applied for privileges under the Board of Investment. The initial stage of the EV scheme is focused on hybrid and plug-in hybrid platforms, which some carmakers implemented their plans last year.
